For new users coming over from Windows I would say Linux Mint. That was the one that got me started on Linux because it looks so much like Windows 7 and has all of the tools, an update manager, and software centers to help you get set up. It also come with a lot of apps installed so you won't have to install anything. I now use Debian as I am more experienced with Linux and Apt. What I like about Debian is that you get to choose the desktop environment you want and what software you want to install. So Debian is now my number one and Linux Mint is number two. But for new users and those who don't want to tinker a lot Linux Mint is the best one. It's always updated and Mint have just released Linux Mint 22 yesterday.

I agree, I am a developer and i use mint on my personal setup.
