Did the doors have any sensors as if those are dirty, those sensors could be causing the door problems. Just a simple wipe might have got it to go.

Normally, Dover elevators are great, but this one is in bad condition. Do you think the problems are because of Dover's quality, or is this place terribly maintained?
Maintenance would be my guess. Dover usually has good quality overall, it only sucks when it’s not well-maintained.
The only elevators I know that suck for their company’s quality would be KONE

Some Kones weren’t maintained after the install.
Problems with this poor Dover impulse
1- Lantern Burned Out
2- The number 4 button light is very burned out
3- Door close button is broken
4- Doors Sensors Faulty
5- It’s so dirty 😂
6- 1 is burned out on the indicator
7- 2 is burned out on the indicator
8- The up and down chimes are dead
9- Floor Passing Chime barely Works
10- Interlock Clicking sounds indicating an issue
11- Indicator LEDs is very messed up and dim
Overall, it needs help

I worked for Dover for many, many years in Toronto, and I can say with confidence that elevator exposed to the weather do not fair well. Also, the lack of maintenance is very apparent.
Would you say it’s the door operator messed up on its contacts or it’s something with the pickup rollers and/or the door clutch?

That's a big nope from me. Whenever a lift does this I am out of it like Lighting.
I went here once for a Magic: The Gathering judge conference in the winter of 2017. It was nice, but the "snowstorm" the night before shut everything in the mall, and the conference organizer had to convince the sports bar to open for us.

A Trick to not let doors reopen is hold the close door button until it's fully shut.

That is an issue. I guess no one comes and maintains it. It's looks in good shape though.
This thing really doesn't want to go anywhere!!!!!!!!!!!!!!!!! All it wants to do is just sit on a floor and open and close!!!!!!!!!!!!!!!!!! The door has to close 3 times in order for it to go!!!!!!!!!!!!!!!!! Once you hear a click once the door opens the third time before it starts to close for the third time, that's the signal that it will go!!!!!!!!!!!!!!!!!!!! This thing is totally wonderful!!!!!!!!!!!!!! Definitely a testimony to Dover's quality!!!!!!!!!!!!! Once it does move, it is actually pretty efficient, it doesn't take very long to travel. This thing reminds me of my pain of getting up in the morning for school!!!!!!!!!!!!!!!!!!!!
Really beat up. Then again it’s a testament to Dover quality.
