There is actual limits to social gathers because of resources required to manage them. All these people showing up at once requires police to respond taking resources away from other areas. That's why LARGE gathering require permits, to ensure there is enough staff available to not deplete areas of the social services

I recall a video where a group of people were riding bikes, scooters and atvs in the streets.
A couple officers were arguing with some guy about the legality of his electric scooter.
One of the officers then pulled out a baton and hit a passing atv rider in the face.
This caused the atv to loose control and hit a pedestrian.
Then Instead of helping the injured pedestrian, the officer continued to argue with the guy recording him saying it wasn’t his fault.
I’ve also seen video where a couple officers were having a stern discussion with a couple bicycle riders.
Then an unrelated officer came up and snatched the bicycle away.
Police chief was upset that nobody respected his officers……
