Two of them are their type specialty, two of them counter Pokémon that is super effective against what they normally use, and two of the Pokémon are Pokémon just to fool the player. This was done to prevent the player from sweeping a Kanto Gym Leader especially with rental Pokémon. For example, Sabrina's Round 2 party has a team of non-Psychic Pokémon with Fighting-type moves to counter Dark-type Pokémon. In summary, many of the type-specialty bosses have Pokémon to make it an ant chance for the player to sweep with only one Pokémon.

I never made to Round 2 in either Stadium games as a kid. The RNG always worked against me so I could never progress. 😔

No, Stadium 1 is easier to do with rentals. Stadium 2 have more variety due to it having more pokemons available, tho.
