I'm leaning toward the Phillipines buying a Korean sub, based on how much material they have already bought from the Koreans and the fact that they can most likely deliver them more quickly.
The Indonesian had some issues with their Korean made subs and they're new The best bet for the Philippine navy is the french scorpene class The Spanish S-80 is also a good choice but it is a new design they are still unproven, design flaw might appear later on
I haven't seen anything about the real reason the sub sank, it might also be maintenance issues that Indonesia is known to have with defense equipment. But if they go with French Subs those will be well suited to the environment.

Wasn’t US Navy help, it was General Dynamics Electric Boat who were consulted. And the biggest issue you left out is that the boat’s AIP system was not seaworthy when Issac Peral was launched, and won’t be installed in the first two boats until their first dry dock maintenance

The first two subs are to be diesel electric and retrofitted with AIP during their midlife refit, while the two other subs while go to sea directly with AIP. And no, it is no joke at all, this the first submarine developed by Spain and constructed by Navantia. Of course they had some issues at first but they ‘ve all been worked out, and now the S-80+ is a great submarine, the only long range conventional propulsion sub in the west, with capabilities to hit land targets, surface ships, submarines, lay mines. The delay was 10 years and the supplementary cost 2 Billions €! S-80 is now twice the price of French and German submarine. And now there are problems with the sonar! The delivery of the second submarine is still postponed

One S-80 submarine costs US$ 1.1 Billion. I do not think the Philippines can afford even one submarine, and it takes 6 years to build one.
