Not necessarily. There are tons of differences in storyline between each DC universe. We shouldn’t really assume anything from past universes cross- over into Reeves universe. They certainly seem to be trying to humanize him and build an anti-hero narrative.

This show is darker than the Batman. We saw a teenager get popped lol we’re just gonna get to see Gotham during the day and night. The Batman was basically all at night so it seems darker, but I can bet the content in this show is gonna be way darker and violent.
Well the movie is pg13 and this show is R so ya it’s gonna be more violent. Would love to see an R rated Batman movie though. I feel like the Matt Reeves universe is perfect for it

You NEED to see the 5 season show GOTHAM, it is a epic prequel to the Batman saga, and it deals very heavily with the Penguin's Oragins, including his relationship with his Mother.
The HBO TV 📺 show appears to be thematically and tonally more grimdark than The Batman movie 🎬 . It's more grounded in a hyper-real world were these classic comics characters would plausibly co-exist from Batman to his legendary rogues gallery.
I feel like the “isn’t it better when you mix the flavors?” line is also symbolism for Vic and Os’ friendship

no, in this universe his name is oswald cobb.
They already confirmed they changed his name to ground the character a little more. I don't like the change but its not the end of the world.
