So...if the key to getting bites is the "slack" and a lack of resistance, have you tried a Texas rig? Set it up with float stop 10-12" above the hook and a free running texas bullet weight in-between. You should get an indication on the rod tip before the Perch knows its been hooked. If you want it to act like a cheb setup then "peg" the weight with the float stop up against hook. Add a glass bead between the lead and hook for the extra attraction of the lead to glass "click". Should work well with the Reggie slowly free falling under the weight of the hook. The Cannibal shad is a known Perch catcher. If you watch the Ginger Fisherman's underwater videoes you realise how many times the Perch mouth the bait without getting hooked.
