Info for the average they might be giants fan (who if the audience at the Flood concert was representative, tend to range closer to my father's age rather than my own), I believe that the reason why this song has gotten a music video now, nearly 10 years after its release, is because the song has been popular with younger people on the internet, first as something for artists on youtube to make short animations to and then on TikTok. I only found out about this because people put it on a lot of their character playlists on Spotify. Speaking of, it's their third most popular song on TMBG's Spotify (which tends to be a pretty good metric of popularity for songs from older artists) and I assume probably got popular because of the lyrics being nonsense that you can project pretty much any meaning onto.
About the Flood audience-- I imagine that would attract an audience of people who are nostalgic for the original release of Flood, which was released in 1990, meaning people who were old enough to remember it coming out would now be at least 35, if not older.

this feels like a guy committing a crime in front of only a single child witness, and this is the kid explaining to the police what the crime committer said and what happened, and then 0:46 is when the police guy asks the kid if they wrote everything down correctly, and then 1:05 is the child repeating what they said while the police guy simultaneously is trying to keep track.. i also think theres another officer holding the crime committer while they both just stand there not moving, just moving their eyes looking at the kid and the police guy saying random words i put no thought into this, i just had this song on repeat while studying and i wanted to create some sort of scenario animation in my mind

like many of TMBG's songs, the lyrics are rather abstract and can be interpreted in many different ways, none of which are particularly wrong or right. One possible interpretation is that the song is being told by someone with a concussion or brain damage, who is trying to tell someone else information about some kind of murder case, but is unable form proper cohesive sentences, and thus cannot give much information that can actually be understood.
