This was bad behaviour. Period. No matter what, you cannot demean your staff in that way, especially when people look up to you as Monarch. The Queen would have never reacted in this way, she would have likely made a joke about it. The fact that people are making excuses for Prince Charles actually shows how patriarchal and racist our society still is- if he wasn’t a white man, people would be outraged. Imagine if Meghan did this… and I say this as someone who doesn’t like Meghan Markle, but as an example, if she did this, the media would crucify her rather than make excuses. The same can be said for any woman, or person of colour- we are not allowed to have transgressions when we are stressed or unwell, but white men can behave however they like and whole world will come to defend them.
