I think that if two people accept and one rejects, the one who rejects should have to do the whole punishment. That will help disincentivize people from just always rejecting because there will be a greater risk.

I get the sentiment, but he didn't even lie that well. He made it painfully obvious as the rounds went on, people were literally saying "he's gonna lie and reject" and he would laugh when responding, and then proceed to reject.

Agreed, with the rules they are using now if you abstain, you either take no punishment or a third of it. If you take the punishment you get anywhere from full to a third. There's no reason to take the punishment. With a game like this, taking the punishment should statistically have the advantage, but the way they did it, it's the complete opposite. So yeah, no reason to not abstain. An even more balanced version would need an even number of players, say 4, with 2v2 meaning the abstainers take the punishment. A scoring system in place to sow distrust and keep people from making pacts such as two people both accepting every time to avoid any punishment. Of course with a reward for the one with the highest score at the end.
