Is it just me or was anyone else surprised that there was no discussion of when Philipsen went in front of Girmay causing him to check up and almost hit the barriers? I don't think he went over as much as he did with Van Aert but I am still wondering if they should have looked at it. (Also I am not favoring Cav so if Philipsen was relegated he would win.) I may be right I may be wrong but we can agree on one thing, The UCI is inconsistent.

Girmay won the intermediate sprint. He had the legs to match Philipsen. Its a close call but imo Girmay was blocked. He was not behind Phillipsens bottom bracket.

That is twice in his career now that mechanicals cost mark dearly. A few years ago he was questioning his sprinting. Turns out the team mechanic put on two different crank arm lengths for quite a while. He was fired. The mechanic was, afaik. That is how the story goes anyway.
Cavendish’s gears were jumping from the 11 to the 12 sprocket and back. You can see it from front-on when he launches his sprint, and then when he’s forced to sit down. He explained this after the stage finish.

Watching that live was really really hoping for the line when Cav came belting surprisingly out the front of the bunch, given how far back he was leading into the sprint, only for Philipsen to press his Hypersonic button and move past him. Don’t think you can argue about Bini being cut up does anyone really think he could’ve passed Cav or Philipsen in that?
No hypersonic button, I Cav gears was all over the place. I've experienced the same. It's very depressing in the a Cat race but there is always next week, unfortunately not the same for Cav when your chasing records.

ASO don't enforce the rules. They organiser the Tour (as well as a number of other races). It's the UCI commissaires who make the decisions. They reviewed the footage and decided that sprint was OK.

Philipsen didn’t push or block Girmay. Girmay didn’t respond quickly enough to Cavendish and Philipsen squeezed into the gap. Yes, you could say it was aggressive but definitely not deserving of a penalty. I say this as a neutral fan when it comes to these riders.

Pretty sure Cavendish knows exactly the distance he can go directly into the wind. The gearing failed him, and can be seen to why he slowed down.

Philipsen didn’t push or block Girmay. Girmay didn’t respond quickly enough to Cavendish and Philipsen squeezed into the gap. Yes, you could say it was aggressive but definitely not deserving of a penalty.
I say this as a neutral fan when it comes to these riders.
