The bypass highway should have been built to accommodate future expansion to six lanes (inclusive of High Occupancy/emergency Vehicle lanes)...

Thanks for viewing, I am not sure of the plan for the future of the perimeter road, but I am sure that financing is a factor. It is just a bypass however to carry the traffic outside of the town and reduce congestion in the town.
