They are required to change gloves between handling dirty dishes and handling clean dishes. This is a procedure that is required no matter how busy a facility would be. The welfare of the customer always comes first.

In addition if you disinfect washware before washing it, it is possible that it could pick up bacteria, during the wash cycle, which normally operates at a sub-leathal temperature with respect to many bacteria.
