OTOH, the mentality of littering and hoarding, and collecting crap and building up an encampment and leaving it for public tax dollars to clean up. I don't see why that can't just be considered criminal vandalism and arrest, and make medically sober, the people opting to do that.

I don’t understand why they keep putting these centers in the most economically important part of the city. Put these centers in places that are more isolated, cost effective/affordable, and less disruptive to the important parts of the city.
You make a good point, but the people in those isolated areas will undoubtedly make the same argument in the form of "why I am dealing with seattles problems?" The solution to social unwelfare is always local.

This is leading to dangerous conditions, especially for naive people new to shelters.

3rd Street Corridor will never improve at this rate. You put these "mental health" and addiction treatment centers in bloody Idaho for all I care. You don't continue to contaminate your downtown business and shopping corridors. Over 10 years ago I was flowing in on business to consult with the city and we basically told them that Occidental and Pioneer Square would never improve because there were too many bloody soup kitchens. A decade later the pandemic / riots and CAP takeover just made everything 100 times worse. If you want downtown to be for those who do not intend to support themselves nor their communities then keep going at this... if you want things to improve clean up the downtown / tourism / shopping areas. End of.
What about that big donation late Microsoft co-founder Paul Allen gave the City several years back before his death? he donated $50 million to help the homeless in the city.
Why not build these places for families and single parents with children?! They put so much money into helping the mentally ill and drug addicted. I just saw a news report about a lot of homeless families right now with limited places to go.

They say it'll have 24/7 security and staff. That doesn't mean police but they'll probably work closely with them (would be my guess).
