Elected representatives cannot decide, this will violate basic structure of constitution which envisions independence of judiciary and legislature. If judiciary goes under legislature, then nothing would stop elected representatives from becoming tyrants. A tyrant once elected will never get replaced as he will throw away all votes cast against him and nobody would be able to check him. Your suggestion would lead to end of this country. The only alternative to collegium is for citizens to elect the judges as well, just like they elect politicians. The judge & polticians can keep a check on each other and fulfill the vision of Constitution.
