100% this does not require a custom printer.
10,000% agree, I already custom make these but with ws2812b lights and a $180 Anet a8 Plus!
I'm not sure what you classify as "custom" but 100,000% most homegamers aren't pumping out multiple colours on a bed anywhere near this size.

I did this last year i printed the sign for my pizza takeaway shop the sign is 15ft long x 2ft tall i used my Tronxy SA5 priner i had to print the letters in several parts and glue them together this print took 3 weeks to do from start to the finished sign unfortunately I didn't make a video of the print which was a shame.

Отличная идея в принципе печатать объём на принтере, потому что делать объём традиционным способом очень трудоёмкое занятие, и контур сложной формы не сделать. Китайцы уже даже подобные производственные линии серийно выпускают, думаю что скоро это и к нам придёт. Но в конкретном видео есть вопрос к качеству печати, видно что станок не настроен. Вторая отличная идея, использовать фотополимерную смолу, не снимая с печатного стекла, смолу сейчас купить можно легко. Но вопрос к подложке, я бы использовал алюминий, он негорючий и хорошо отводит тепло, иначе это будет скапливаться внутри конструкции и может привести расплавлению.

This is cool. But as Hex stated, you 100% do not need a custom printer for this. The website states "Consultation" for price, which typically translates to "really expensive", which is absurd for this, and such an antiquated business practice to attempt to lead generate from the site rather than openly state the price. A $1000 (USD) CA-30 and easily print this sign and even longer ones. You could swap out filament mid print and change colors on any printer in the world (and if you can't you are using antiquated software). It takes 30 seconds to create a 'swap filament' button in g-code if you don't have this option. You could use any small printer and simply bond all the pieces together in the end as well.
you havnt even mentioned that dual hot end printing setups are now very affordable.

the torch are use for??
burning off the tiny "hairlike" strands of plastic that remain from where the nozzle stopped a layer and quickly moved to a new location. Sometimes the hot liquid plastic doesn't stop completely and you get a tiny hair-like wisp where the nozzle passed over open air. The plastic hardens instantly after it leaves the nozzle and those little fibers/hairs are SO thin that the flame from a torch is enough to cause them to vaporize in a fraction of a second! They just disappear! It's very common in 3D printing, especially when using PETG filament which tends to be very "stringy" thus they call it stringing or oozing.

That is just regular resin. It seems they added a bit of white to make it a bit cloudy so you don't directly see the UV light strips
They are using water from a pressurized sprayer to rapidly cool down the part to make it easier to release it from the build plate.
