FYI - I had the same issue with the watch stopping to charge on the power bank. I found that the watch straps were holding the watch up ever so slightly that it did not charge, actually discharged. So I put the straps up vertically so they would not interfere and the watch charged to 100% at 1 % per minute as you showed at the beginning.
Does the watch support fast charging? I have a 45w wall charger for my phones so can I use that to charge the watch? I also have the 18w wall charger as well and I use that coz I'm not sure if I use the 45w charger that it will damage the watch. Or do I use a normal usb wall charger?
And my phone takes almost 2 hours from 0 to 100%, and even worse, my phone doesn't support super fast charging, I used a 45w charger from Samsung and still took almost 2 hours

Why the battery percentage was at 47 at 45min and at 46% at 60min? It wasn't charging so the total charge from 0 to 100% is about 1h 45min.

No, it won't charge wirelessly, you need your charging cable that came with your apple watch
I don't know about your fast charger but the stock charger mine came with charges at about 1%/min.
