These are the things we can have theories about.
It is absolutely true that into Judges there was a version of the high god El. There used to be a ubiquitous chorus that El, the most high, was a single god. More recent scholarship has at least questioned this The Hurrians had a version Elkinursa, there was Elyon, which at least in contract law was treated differently from El.
But the point is somewhat moot, but the time of the Israelite confederation it is the El of the S.Levant we are concerned with. The identifiers of El are his Elohim, the sons of El which generally reflect the polities in the S. Levant such as Bêt Anath, Bêt Shamesh, Bêt Lahmi and others. Each of these being a god that persisted the late Bronze Age collapse along with the priesthood of ‘El.
I am not going to get into the validity of the story of Jacob, but only to say that Ai was destroyed during the period of Mesopotamian conquest of the Levant. Ai might have been a site devoted to Asherah, Luz certainly was. And so when we establish an alter to El in Bêt El what we are in fact doing is establish the Divine union between the high god and the Queen of Heaven (See Jeremiah). What is El, what are his divine qualities? He is father of the gods and god of the fathers, he is the bull, his urges to procreate are excessive define both in Ugarit, but also the Deir Allah inscription. His ability to throw seed is a regional symbol of the ability to sow life, Asherah is the receptacle, identified as the pubis in art of the early Iron Age. She is the almond grove, Luz, the palm tree.
And so how should we interpret Bêt’el. In judges Deborah is said to be from bethel, But the symbols, her association with mysticism and wisdom and her place under the Palm tree reinforce the idea that Deborah is a Melchizedek of Asherah and that Judges 1 is probably an interpolation. Luz was an important place and the women had the power. It’s something that was so popular in later culture that the Yahwist could not just throw it away, so they put a veil over the text in order to conceal its origin.
So now we move onto a much more complicated topic and that involves the sons and extended family of King Ormi. The story in kings has enough attestation to believe that it is true. But the Deuteronomistic are, as in Judges, placing and obscuring veil on everything. They are there to support Hilkiah and Yoshiyahu, not every variant of Yahweh. So what we have at Bethel is a cultic center, no problem, it served the people of Israel, they bounced back from the collapse. But when Ormi came to power he brought gods but only one son was to be king. He married his other sons and daughters off and they were trying to build little states of their own. Luz has a god (a bull) and a wife of god (an almond tree) and now we have another contender god. But how do we depict that god but not upset the priests at Bethel. You make the new god a son (a golden calf). This proved to be trouble because abuse in the north Jehu takes control and El kind of disappears, and the other gods, Hadad, Anath (Hadad wife), etc suddenly become a threat. If Yahweh is a golden calf, it means El, the bull is the father. The version of YHWH is one of many seen in the S. Levant but also there are Arabian versions. And thus these various branches of the Omride dynasty will quibble and kill in order to sort this all out. This is where the conflict in the biblical sources comes from.
