Sorry ding dong but expat means 1) A person is legally living in a country 2) On a short-term basis without either ability or interest in long-term naturalization 3) There are many non white expats it has to do with legal status and intentions related to naturalization Now I know you are probably not very smart and would like to push an agenda, but there is a huge difference between illegal migration and living in a country under a legal visa on a short-term basis.
