Keep in mind Charlie always had a crush on the doctor it just got downplayed as time went on in their original run. You could tell she had a crush on him during the early stories they had but after they ended up in the new universe that kind of went away. Depends on when in the timeline this takes place it's still possible this it the early days of her crush or something reminded her why she had feelings for him in the first place
