The rolled roofing goes underneath the felt paper and the shingles, so the rolled roofing is directly applied to the existing house plywood. And then the shingles overlap the rolled roofing. And yes obtain a permit for resale because if the buyer has a good agent they will catch the non permitted structure in your backyard.

You frame from the top of the existing wall to the bottom of the rafters to make the existing house wall taller as if it goes into the patio ceiling.
