So cuDNN helps other AI apps run faster? I am unclear on the use case.

Yes! It optimizes many of your apps that are already using CUDA. "If you have the CUDA Toolkit installed but not cuDNN, you can still perform (fast) GPU computations, but your deep learning applications might not be optimized for the best performance. "
