Start making it a federal crime to flee on federally funded highways and roads. No parole system in the federal prison system. In the 90's they strictly enforced the federal felon/possessing a gun law that mandated automatic 5 years in federal prison. They hid their guns in their glove boxes, trunks and engine bays. This gave them the extra few seconds to change their minds and think about the consequences.
Recently, the conviction rate for that crime, which is still on the books, is in the low 20% range. And people wonder why crime is out of control.
