agreed, with there being 12 universes there is so much they can make!!
The universal war started with Hearts' group and Fu's group in SDBH. Hearts and his group were basically going around the 12 universes to gather energy for their universe seed. Fu gather small army of powerful villains across space-time, and using the universe tree to use the energy of the 12 universes to create his own universe. Those sagas should've been remade with longer story line and fixing the power levels scaling.

I agree. It would just be too much and Dragon Ball isn't the type of anime to have big wars like that. Yeah they had the tournament of power but that wasn't a war.
