You could get it tuned and use it without a fuel upgrade but it definitely wouldn't be giving you anywhere near the performance it's capable of. But the simple answer is you could still use it. The emissions question I don't know about since I'm in Florida and luckily haven't had to worry about that. The P700 is phenomenal if you're going to eventually upgrade your fuel system. If you're not, I would recommend the 27Won Kuro. The P700 would be a waste imo with stock fueling. It comes down to what your power goals are. Are you looking for a specific number or know for sure you're not going to keep pushing for more

I have the Mitsubishi stage 2 tourbo its out put its 570sh & it's crazy fast but this tourbo I might pik this one for thos crazy gains 700hp not bad
My p600 made about 640crank and this should do a touch more but the hotside is a restriction around 7k rpm because of the smaller hotside.
