When it comes to hitch locks it’s more about not being an “easy” target like using a hitch pin with a cotter pin securing it. Considering up here in the rust belt a lot of people leave their hitch in year round, the lock itself corrodes and you can’t open it with a key, so it has to have a component that is easy to cut/break through to remove the pin. Most people that are looking at stealing a trailer do not go for the hitch pin especially in public. They will be more likely to steal the tow vehicle with the trailer attached.
Do you have a website of endorsed locks of various styles? If not endorsed then how about "not too bad" locks? I need some locks but you open locks like I open carabiners.
The only possible advantage that plastic innards might have is corrosion resistance. Trailer hitches pick up a lot of road dust and precipitation so they tend to corrode up fairly quick. I recently went to remove my trailer hitch and found out my lock which is less than 6 months old is so corroded it will not function so now I will have to cut the pin to remove it and then replace it with something else. Why did I leave it on for 6 months? It's winter here in Canada with lots of ice and snow. I have been rear ended twice this winter with no damage because the hitch projectes out 10 or so inches. The cars that hit me were not as lucky though. Both had a nice big divot in their plastic bumpers........and yes, I took pictures to prove they hit me instead of them claiming I backed into them at a later date.
You should test it while it is attached to a trailer hitch underneath a vehicle. It might be a bit harder trying to pick it down there, but I am sure you could do it. This lock would be fine protecting a $50 trailer hitch, but not if there was a $50,000 boat attached to that trailer hitch.
