The dealer/drug situation in the rest of the west is more underground and there are not street gangs involved on that scale. Also if the police in Europe caught a user with a small amount of drugs they wouldn't wrestle them to the floor and drag them off, it would usually be treated as something that you're not meant to do but it is not the end of the world with some places just giving a street caution or telling off, but then meth is not really accessible and mainstream. The American police here have to always be on the offensive and worrying about people having concealed weapons ect, immediately asking them to put hands up, get on the floor ect to secure the scene, in Europe they do not have to take that approach so it is calmer and not as high risk.

People make mistakes and once they are calmed down that should be enough for them to settle it by themselves.
