I would have mentioned that there is a tax on goods and services involved with interplanetary trade, a much more fair arrangement than the planet-wide tax. The money for these humanitarian efforts have to come from somewhere, after all, and its something paps could relate to.
same way we currently do it. establish infrastructure and services, tax based on admittion to these infrastructures. then, compartimentalise the organisation so that each planet has 'soverenty' over their own space. have a central place where standards are set and dicussions are held. eventually have these compartimentalised parts change their culture around soverenty to appreciate benifits of integration with other regions. over time a complex web of trade, politcal entities, and ideas tangles everyone up. once people identify with a more central idea of 'regional civilisation' rather then planetary civilisation then federalisation becomes possiable.
