First access to younger engineers, so preferably near top university's that focus on math and science, Tibet nor North China have top tier universities. Second is near major trading hubs with secure supply chains, which almost always means near major ports. Silicon Valley is 30 minutes from the port of San Francisco, the Chinese Bay area like he said has 3 major ports, and the example in the Netherlands includes Amsterdam, which is one of the busiest ports in north Europe. Lastly it requires a area with entrepreneurs that will help invest in these new companies. The areas you listed are also very lightly populated, 90% of the population live on the eastern half of the country, hard to build where there isn't people.

First access to younger engineers, so preferably near top university's that focus on math and science, Tibet nor North China have top tier universities. Second is near major trading hubs with secure supply chains, which almost always means near major ports. Silicon Valley is 30 minutes from the port of San Francisco, the Chinese Bay area like he said has 3 major ports, and the example in the Netherlands includes Amsterdam, which is one of the busiest ports in north Europe. Lastly it requires a area with entrepreneurs that will help invest in these new companies. The areas you listed are also very lightly populated, 90% of the population live on the eastern half of the country, hard to build where there isn't people.
