Leadership needs to bring business incentives in the key GBA areas. The quality of life in the GBA is getting better and better. Taiwan has been China's treasure island for decades already, been way ahead of the mainland in development and social security for her citizens. They still have a very strong grip over the world's supply of computer chips.

I believe San Franciso Bay Area still did well than South China's Greater Bay Area in terms of GDP per capita:

$125000 USD or US$125K (San Franciso Bay Area)
So, in GDP / Population, the numbers are shown. Therefore, I still think San Franciso Bay Area is better, with multiple tech companies located there.
They are saying in absolute numbers, not in a per capita basis. Those macro economic figures are important to evaluate the business worthness of the area. For the individuals living there it may not be the same thing, however.

Pearl River Delta specifies the bay's name while "Great Bay Area" specifies the region's name. There is a difference.
