Can you remove the metal Shock prongs?

How do it get the sensitivity to stay at #6. it says to test device by pressing the on/off button until you get to 0 than bark but when i do that it changes the sensitivity #to 8. What am i doing wrong

Rubber part is always on. Vibrate is enough to get the dog’s attention.
