Its a difficult question! I guess Richard Garfield said....diversify and try!
I would never reccomend printing higher powered cards at higher rarity. Unless that is your game has some built in way to restrain its power (limiting the copies of legendaries, limiting how many can be in a deck, and so on). I mean, they don't have to be weaker than lower rarity cards and, of course occasionally a card will be better than you expected regardless of its rarity. But what I'd advise against is intentionally making it so that the optimal deck is a pile of highest rarity cards. I think printing "build around" or synergy cards is much better because then, the average player can put together a deck with their favorite one by trading or buying just a few copies and supporting that card with lower rarity, more general purpose cards.
