As far as I know, Blizzard asked Games Workshop for the intellectual property of some parts of the WH40K franchise (Space Marines power armor, I knew) and GW didn't allowed them, so that's why they came up with the Marines whose armor is comparable in size to the Space Marines one, but the man inside is a normal (or "less pumped up") one. From that they started with all of the "space cowboy" stuff, in order not to be accused of downright copying.
***** As much as I can't argue that the lore of Starcraft doesn't have the depth of Warhammer (well...they have been working on it for a LONG time xD) I'd have to say that I personally prefer the way Blizzard writes lore. I find it easier to relate to the characters Blizzard makes, and even though there's much more story in the world of Warhammer, I find more varied personalities in Starcraft...also I like a mix or drama and lighthearted fun over the grim darkness of the far future anytime. But that's just me ^^
You can tell that SC2 was going to be a war hammer 40k game because there aren’t many differences between these reapers and the assault marines from 40k, however the reapers are more akin to the inceptor marines, which are basically a carbon copy of the reaper from SC2 except they have fuckoff armor for fast attack units and can be armed with dual wield plasma exterminator pistols.
