Put a full CTO (orange) gel on the flash illuminating the model, set the custom white balance on the camera to appx 3200 to compensate (making the WB of the model look normal), and the rest of the image which was lit with unfiltered light becomes blue. Quite likely the was a wireless flash sitting on the floor directly behind the girl pointing straight up into the mist with no gel. Or they added a CTB (blue) gel to the flash in the floor for extra effect...
You don't need to do any of that. What he did was gelled the flash at the back with a typical blue gel and normal white light for the main light. We don't need to complicate things for no reason. And if there was no ambient light registering in the image it would be pointless trying to turn it blue lol. Btw, it's in the description of the short what he did....in BIG font.
Yeah adding cto to your key just means you have to push it harder, draining more battery to compensate for the 1 stop of light lost gelling. Just makes sense to gel the bg to ctb and not the key since that hazy helps the backlight spread

With some experience (or just using exposure & f-stop tables for the given light intensity) that's easy to do. Second simple possibility: clever use of white balance and/or color filters on the camera and monochromatic ambient light (that just gets completely filtered out). This has the advantage that the photographer can see the end result on the camera screen while everybody else in the studio has enough light to work (it's hard for the makeup people though, as the colors will be off for them). Another possibility: the room light goes dark for a fraction of a second while the shutter is open - too short for the video camera to pick it up. In a studio it's not uncommon to have the whole lighting setup connected to the camera shutter.

The lighting is awesome, and the thought that went into the effects and the light, it's inspiring, honestly...however, arm pits and crotches should never be pointing directly at the lens. It's lazy. There are so many other ways to make this lady look badass with this set up...

Probably using the wrong white balance. White balance adjusts temperature so if you use the wrong white balance it’ll either bring out blue or orange. Orange tends to be lighter and blue darker
