They didn't glorify God in any way relevant nor did they preach or become a good example among the Russian population, Nicholas was pretty much the opposite of what the church wanted. He led the country poorly, made little to no progress in the very backwards economy of his domain, accepted no major reform, and even made it worse by joining unnecessary wars like the russo-japanese war and especially WW1, just to raise morale and his image, which ultimately failed and greatly increased famine in the battlefields and the home front. Sure, he wasn't purely evil, but he's surely no where near to become a "saint"

Yeah, he did SOME bad choices which ultimately led to his death, but overrall it was mainly due to him not being prepared to rule a massive empire.
