The judge has the option to either grant or deny parole in sentencing depending on THE FEDERAL SENTENCING GUIDELINES. Now since some charges were dropped and he was given to very light sentence Rule 35 applies under the FEDERAL RULES OF CRIMINAL PROCEDURE for a downward departure of the MANDATORY FEDERAL SENTENCING GUIDELINES. That is only given when a defendant is cooperating with the prosecution. In other words HE'S A SNITCH a R.C.A. which means that he is a REGISTERED CONFIDENTIAL INFORMANT.
