One thing you can use is to get some good rain gear from the west -- for pants and jacket. Good rain gear will make walking in dreary weather far more enjoyable. On Google maps, I saw the main street through Toktogul and it's quiet picturesque. It's not developed at all. The rain and mist you experienced approximates northern California along the northern coast.
John Muir said all skies are good for walking and he was correct, tho one needs to be prepared. I would guess it would be very hard to pack all you would need when traveling around abroad like you are. For kit, tho, look up the Trangia Mini. Should be readily available over there, burns on alcohol (mentholated spirits?) which should also be readily available. Small, light and easy to pack. Mainly because cold coffee sux real bad:)
