Him being called a "spy" and/or a robber sounds to me like those comments of "this dude is everywhere" and "he's stealing the spotlight" which can be both good and bad, but more often than not people would say this as a way to discredit his capabilities suggesting that someone is putting him where he is rather than him working for it, similar to what is happening to Young Ji now. Oh, and the instrument that is being played in that one scene is called a fagot ☝ Idk if that is relevant in anyway but that's that.
