This is not a broken skill. This is a broken network code. I got exactly the same effect in combat against Warden(who doesn't have this skill).

these issues do happen with more then 1 skill yes but this issue specifically happens more often with actual knockback abilities like destructive reach, javelin and magnum shot.

Yeah, that's not javelin. That's literally the entire game. Can happen to anyone from any skill. I often find myself getting hit with nightblade melee attacks that are so far out of range that I can't even use my bow against them without seeing the message Target is out of Range. Just some crap network code that can't handle slight hiccups that are present in nearly all internet connections outside of professional service-contracted ones.

same thing happens if you dismount too fast, roll-dodging usually fixes it, but it shouldn't be an issue in the first place

This happens occasionally to a few of my toons at random. Dying cures it sometimes and sometimes you have to restart. Be nice if they could NERF that!

Are you noticing it more with the mag spear that knocks you back 8 meters or stam spear that knocks you down?

I believe it happens with both but I would assume the magicka one more because of the knockback mechanic. knockbacks in ESO have always worked incorrectly
