It is. I got the chain drive version specifically for that reason. In the end, I cleared it using a pick and shovel, but cinders/sand are just too wet/frozen this year. I'll have to work with the HOA to keep them covered so they can dry out during the year.
Might be to much in the hopper the weight compacts it down
They were too wet. Several plow truck drivers told me it's a common, annoying problem.
