He should file a lawsuit against the bank teller & supposed supervisor for criminal liability, also the bank is civilly liable for negligence of entrustment, he shd also write a complaint to the central bank for breach of consumer protection and hire a lawyer
He should make a demand of full compensation and thro arbitration he could ask for damages of customer confidence ( compensation in millions) or the bank should publicly be exposed.
If the bank doesn't want to loose customers and bad publicity they may settle the claim.
He may end up with even 50 m ask for the moon
