I saw many people like that One way it makes sense because if there is a sign that one lane is going to be closed , people queue on the open lane, but others ignore it and go full speed to the end of the blocked lane and just wait there for others to give them way. By blocking the traffic at least noone has to queue at the end and force themselves into the lane
That's how it's supposed to work, that's why it's called a merge in turn or a zipper merge, you're supposed to use both lanes right up to the merge point.
