there's set ups to do all clears, just search for "perfect clear opener" and some videos could help you understand them better. In another point, why is this possible? because in modern tetris, pieces are not entirely random and in a bag of 7 pieces, you're almost guarenteed to have one of every kind, so people can create set ups that work in a lot of games, and there are even some set ups that can be done 100% of the time
