It's actually terrible advice. Put logic aside and follow that infatuation and desire we mistake for love. You can jump. Just don't expect it to be like on TV.

What Jim explains here is not an emotion, but a logical chain of subconscious decisions that have created a bond. Dweight have history with Angela that is successful in determining that building a future and family with her is not only a safe bet, but his emotional response to her will also not be abused, for she was extensively tested. Jim went through the same with Pam. Investment in building relationship, and successful passing of trials in it is a serious logical contribution into the feeling of love. Thus, his choice of Angela was simply a choice of true and tested partner over one with qualities, but untested and not really tested, not as much as Angela at least. Given we know their story, we can tell that choice of Angela was actually pragmatic and logical one, but in real life such decisions and realisations usually happen over time, and are far less dramatic.
