I had a classmate (in UP Diliman) that didn't speak tagalog. He just spoke Chinese and Broken English and yet he said he is a Filipino citizen. He said his family owns several businesses in Baguio City including 3 hotels, 1 bank, gasoline stations, hardware, etc. His younger brother is now a lawyer (from San Beda Law School). Both children were born in mainland China before 1987.
These Chinese people are definitely amongst us under the disguise of being Filipino. While many of these Chinese illegal aliens are law-abiding and good citizens, no one should be exempted from the law.
I believe that this Guo case is just the tip of the iceberg.
They definitely are not Filipinos. There is no dual citizenship in China and they were not born here. Any Chinese that were not born in the Philippines who did not acquire their citizenship lawfully should be deported and all assets confiscated!

Local Civil Registrar should make a commitment to be very vigilant for late registration especially of foreign looking people, if i will be ask what to do , Gou must be charge of many crimes, properties must be sequestered and all TSIKWA involve in cases LIKE THIS MUST BE BANNED PERMANENTLY from entering the Philippines. Just make sure that people in the Immigration also be punished severely if ever they will allow any unnecessary allien to enter the Philippines.

Once APPROVED, the Central Office will send back the daïs Application duly APPROVED to the Office of ORIGIN concerned. The Applicant will then ask for the RELEASE OF THE DOCUMENT SOUGHT For from the LCRegistrar! WHAT THE LOCAL CIVIL REGISTRAR will release is The ORIGINAL APPLICATION duly filled up by the Applicant, duly Acknowledged by the Local Civil Registrar and duly Approved by the PSA CENTRALOFFICE! NOT a CERTIFICATE OF LIVE BIRTH, usually issued! Kaya kung may anomalya maaring magumpisa yun sa ibaba at hindi sa itaas, PSA. Sa kaso ng bc ni alice guo bakit hindi tingnan yun mga documentary requirements na nakaatached dun sa application for late registration. Sa panahon ngayon dapat ang magapply ay may 2 disinterested, hindi kamaganakan sa dugo o pagaasawa, na testigo na masasabing kilala nila yun applicante, mga magulang, nagpaanak at alam nila ang citizenship niya.

It's crystal clear that there were anomalies on the issuance of Ms. Alice Guo's Birth certificate & Philippine passport. The senate must require the PSA to submit all files regarding Alice Guo's birth registration from start to end. If the BC application was done In-person by the father or through a representative/attorney. This Angelito Guo for sure bribed the govt agency issuing birth certificates. Whoever issued the birth certificate should be traced and investigated. To sum it up, there were govt employees of the agecencies who were corrupted and complicit.
