I feel like it would be very easy to have the speed cameras take a time stamp of when the car passes one camera, then take another time stamp of when it passes the next one, do a bit of math, and figure out the average speed of the vehicle. If it's over the speed limit, boom ticket. Heard stories that they used to do that in certain areas of the US with helicopter observers, but they'd have police waiting to pull them over in cars.
They are doing that in very specific sections of the German highway, where they call it "section control", but German data protection laws limit its use. You cannot simply take random pictures of innocent passing cars if they do nothing wrong 😉
Where you were looking out of your hotel window, you were looking out over the old Südschleife (south loop) which was replaced by the abomination GP-Strecke forty years ago. Most of the Südschleife still exists as roads, but some of it is obliterated by the GP-Strecke, spectator areas and car parks. The rollercoaster is defunct, sadly. It had serious design problems, and only ever ran once, not at full speed and was immediately condemned as dangerous. Just a rusting relic of the abject folly of the former owner of the track.
Unfortunately the rollercoaster was very problematic from the beginning and never properly worked. Then the ring went into some serious financial troubles and long story short the rollercoaster has been written off. 😢

That rollercoaster doesn’t run anymore. Years ago they tried to establish an amusement park concept around the racetrack but it went bancrupt.
