"decide for Jehovah" doesn't mean that Jehovah is telling them somehow what he decides, but that the elders decide instead of Jehovah but in his name (and Jehovah didn't decide anything) and then Jehovah is accepting the decision of the elders as if it was his decision. So the phrase "are responsible to Jehovah" how they mistreat the accused sheep in this case doesn't make any sense at all.

That’s an interesting question. I wasn’t an elder, but a friend of mine was and just left suddenly. He didn’t tell them anything. And he kept the book with him. Moved to a new city and blocked everyone. Never “stepped down” or anything. - Jason

In 1985, my sister and I went on a trip to Egypt, Israel, and Greece, which concluded with an International Convention in Athens. Watchtower was excited about their new assembly hall outside of Athens, so they arranged for us to visit it. However, when we got there, I was surprised to find that the women's bathrooms only had holes in the concrete, without any toilets. I couldn't bring myself to use the hole, so I held it. A non-Greek branch rep told us it was a Greek custom, but looking back, I think he may have misrepresented the facts. Forty years later, I recall that every other building in Greece and the Middle East had toilets. Nonetheless, the trip was fantastic overall. The brothers and sisters drank beer and took afternoon siestas in the stadium's basement. It was a unique experience to see so many people sleeping on the floor in family groups.

When I was at school in the 1960s a JW friend told me about the Sheppard book, she called it the secret elders book.
