Coming up with rules (even simple ones) and prototype is probably the hardest hurdle. Most people don't make it this far in designing their games. You are on the right path and you sound very passionate about the project. Will be here watching your progress, sir.
Are you going into the Wargame Book direction with this design? Because if you are sticking to this 8.5×11, you could do many different scenarios within the same book.
I did not think of doing a book... interesting! I certainly want to see if I can use that 8/5 x 11 size and the layout on the page, more or less the same, and do what you propse, and have many different scenarios using the same template.

the offset squares look like a good alternative to hexes
