when you record 25 songs for an album they can't all make the cut. everything they cut for "fear" was amazing but they had to find the tight balance. this got cut so "All I Want" could go on the album so I think they made the right decision because without "All I Want" they probably would have been dropped by Columbia and never made another album because the albums first two singles flopped
"All I Want" was the third single from "fear" and the bands 6th radio single. without "All I Want" they would have been dropped by Columbia honestly. and probably never made another album
