HLA would just require the city to carry out the 2015 mobility plan that they already agreed to but have been ignoring. And it does so in the most cost efficient way possible. If a street needs resurfacing, they would need to update it in accordance to the 2015 mobility plan. I constantly feel afraid while crossing streets around my home in LA. It doesn't need to be like this, and HLA would help.

I'd argue that there is a gigantic gap between the ideals and vision of such initiatives and the actual reality of the results of the administration of various initiatives. I've witnessed, personally experienced the the overall consequences of them, and anyone who's interested beyond the grandiose promises and vision for the better, with some effort would likely not find much difficulty to agree with me.
That they have been abject failures, that at best made very little if any improvements, and at worst exploited the most vulnerable, shameful waste and the overall benefit of the majority of appropriated taxpayer funding, going to those other than the primary target groups it was intended for.
with the current all time high number of homeless in our state in relation to the billions appropriated to "help", roughly calculates to be just under $200k spent per each homeless individual. If we had given each person the funds directly, IMHO at worst the vast majority of them would be off the streets anywhere between 5 to 8yrs minimum. At best and my personal faith in others hase believe a significant number would rebuild their lives to never return to the unfortunate misery they were once trapped in. Yet about a little more than a month earlier, city officials were patting themselves on the back for getting a tiny number( in relation to the nearly 200k currently on the streets) people permanent housing. That's the sad reality some people seemingly just don't realize or completely ignore IMHO.

Pertaining to the "estimate cost over 10yrs to be over $3billion" alledgedly politicized, and that it will "actually" be 1/10th of that....... I'm curious to know what exactly is the overall record of projects proposed, approved, and funded in Los Angeles or better yet the entire state? That have and have not cost at or below what was initially projected, as well as fully completed as scheduled???
Just from my vague and likely incorrect memory of various project undertakings, Im leaning towards the thought that its a pretty miserable record. I could be likely mistaken as I said, and it would be revealing to know for sure.

He mentions first responders can use bus lanes. Bus lanes are already being used by people who want to pass you up, or speed ahead of everybody else. I see kids/teens on bikes purposely not using the bike lanes, swerving in an out of traffic and doing tricks. People parking in emergency lanes to go get their fast food. Basically, from someone who grew up in L.A., everything people wouldn't do because you'd be cited for doing it. Sadly, I just see a lot of really bad driving, road bullies, pitch dark tainted windows, entitlement (including pedestrians), and cops who look the other way. I think our problems run much deeper and am not sure this measure will help protect people. I fear for law abiding bike riders, pedestrians, and drivers, but don't know how we can protect ourselves from the lawless and careless. What exactly does this measure do, build more bike lanes? I pass by Figueroa by USC on my daily commute. That has bike lanes, and I still don't feel save there even as a driver.
